what will it takes to put out 230 whp from an ITR?

A small turbo ... or higher compression pistons, cams and a tuned aftermarket ECU.

Why only 230 whp?

daily driver.. don't anything crazy.. how much power will they make w/ I/H/E and cams?

depends what kind of cams. Toda spec A's are good on ITR motors, and dont require a valvetrain upgrade. The Spec C's will make more power but youll need todas springs with those.

it takes a ham sammich, some PB RJ and a 14 mm wrench to get 230 whp

Run nitromethane through the engine. You'll make plenty of power...for five minutes until the engine melts.
