Oh boy, such a vague question.
Big thing is, what do YOU want to do with it?
What type of use does it see, daily, track, etc?
What's your goal, All motor, turbo, blower, nitrous, etc?

Too many people these days build internet cars and not for themselves..

I'd say your list looks ok, (you should get a header soon), except for the chipped ECU, it's garbage!!! That really is an old technology and leaves no room for changes.
Get Hondata or something similar like Crome.

Well you will want to get rid of it and hook it up correctly.
Running the fan the entire time will not allow the engine to warm up properly and isn't a good idea.

I don't really understand your last 2 sentences, could you explain further?

Try grounding the fan out and applying direct power, if it doesn't run then the fan motor is bad and you need a new one.

Run constant or switched ignition 12v to the fan. Then run the ground wire to the fan switch on the block. Ground the other wire on the fan switch to the chassis. Search to find the location of the fan.switch.

This is correct. Contrary to popular belief the fan is a ground switch. Your Helms manual has a very good diagram of the fan wiring. When I removed my A/C system I converted my cooling fan wiring to mimic that of a non-AC car (yes, it is entirely different).

so after staring at my car for about 45min i then decided to disassemble the whole front end of the car. so by june 19th i hope to have the bay painted and a couple of no longer needed holes filled in. also going to be fixing some damage by previous owner. looks to be damage caused by a crowbar and self tapping screws. just trying to decide on a color.

Now im looking at your question, I think your talking about a full motor swap, which could be legal if done right, I thought you were talking about ls-vtec........
