turbo sohc, boost spiking? wastegate spring? Help thanks!

Alright guys...
Just read and answer questions please, the help would be very much appreciated!!
Anyways..
sohc z6... 92 SI running chrome
- T3 turbo
- Tial wastegate
In the ad from the guy we picked it up off of, it says the car has a 5 pound spring in it in the wastegate (or this is what Im interpreting it as...?)
K so from what I understand.. this is the 'base' boost for the car.
Without a controller it would sit at 5psi Ive figured?
Question 1)
On honda sohc's (this may apply to all turbo cars Im not sure).. Is the spring in the wastegate, the LOWEST the car can be running for boost?
ie - If there is no boost controller, a 5 pound spring will be THE amount of boost the car will be getting?
The car has a custom boost controller on it (well actually not right now, we ripped it out to test the spring...)
When I tested it with the vacume line just on the wastegate (no boost controller) the car seemed to have a 8 pound spring in it.
In third gear at full spool it is hitting 8 and sometimes spiking to 10 PSI.
Wouldnt this mean the car is always running 8 pounds of boost? (with spikes of 9-10psi)
Sorry if I sound like a douche here...
My brother isnt a big car guy, and Im going to keep eye on his maintenance levels here... so im tryin to cram in what I can in the shortest period of time.
So this is what my next step is...
a) put in a new 3 or 5 pound spring in the wastegate (if they got 3 or 5, whatever.. which i think i will be able to.. ill look into that after i post this.. or if anyone can answer me that as well)
b) run it without controller and see what boost is hitting.. hoping itll stay at 5 etc.
c) put controller on, turn it up to 8-10 and try again...
Does this sound like a good plan?
And one last important question...
If it is a 8 pound spring in it right now, and it spikes to 9-10ish sometimes, is that a bad sign? What may be the cause; and?
what may be a remedy?
