State Emissions Testing! Everyone LQQK!!!
In your state what do they do when it comes to testing your car(s)?
If I were to put an OBD1 ECU in my OBD2 car w/ the jumper harness would I still pass emissions if they plug into the OBD2 port under my dash?

you will fail. The OBDII scanner for the Smog Emission Test can not read and OBDI ecu. A friend pass the sniffer and failed the test because the ecu could not be read.

The OBDII scan sould be typical for most states that do testing. So you would fail based on the OBDI ECU.
If you really want to know, call or visit the state EPA. They can tell you how the test is done and you will be sure.

I know in NC you will fail automatically if the computer can't "talk" to your ecu. And the computer cannot "talk" to an OBD1 system.

In Texas, if the OBD system can't communicate, it reverts to an ASM (tailpipe) test, and gives you a chance to pass that way. Assuming your check engine light works properly (Key On Engine Off = On, Key On Engine On = Off) as long as there is no visual tampering of the OBD2 system.
i love south carolina there is absolutely no inspection
the down side to that is there are a lot of very shitty cars driving on the roads
and the people here dont know how to drive
