Same questions I asked the other guy with horn problems.
Just stopped working? Never worked?

Did you ask the previous owner about the SRS light?

Sounds like a bad clock spring (cable reel) in the steering wheel.

At a junk yard...but use a multimeter to test the SRS and horn wires for lack of continuity first.

Ron is correct that the clock spring is the most common fault in the SRS system. However, I would not go with a used clock spring. This is a part that wears out from the constant turning of the steering wheel. Any part in the junk yard will be dead or almost dead. That said, scan the SRS [airbag and seat belt system] for fault codes. If you don't scan for fault codes you are just guessing what is wrong. Check the fuses for the SRS system. They are fuses 24 & 25 in the "in car" fuse box.
Another possible problem could be the switch in the inertial reel [retraction reel] for your seat belts. There is also a pressure switch in each seat bottom [so the system knows if someone is sitting in a given seat] This is not a common problem, but does happen from time to time.
Regarding your horn, do the following. Check fuse #42 in the under hood fuse box. If it's OK, remove the power wire from one [if you have more than one it does not matter which one] of your horns. Install the probe end of a 22 volt test light into the connector on the horn wire. Ground the alligator clip to a KNOWN good ground. Turn on the ignition switch and depress the horn button. If the test light comes on, the horn is bad. If it does not come on, the most likely problem is with the horn button. There is a relay for the horn, but this almost never goes bad.

I'd also check with a quality aftermarket parts store. Dorman Products now carries Airbag clock springs for a lot of popular cars. The Dorman stuff is very good and cheaper than the dealer.
