What kind of steering wheel? Stock with an airbag? Aftermarket?
Stock 1994 Civic wheel will have an airbag and a "cable reel/clock spring" that is a ribbon that's wound and powers up the airbag and horn. You have to ditch the cable reel when adding an aftermarket wheel, so you must wire it up custom to make it work with the horn button.
Edit:
Even if you've got a stock one the cable reel might not be plugged in, or it was damaged when you swapped wheels. They are VERY easily damaged because they can only be wound so tight in either direction before they snap.
Is your SRS light on too?

BTW FYI here's a cable reel - it's number one in the diagram:
New ones are like $260.00 or more, but if you get a used one it needs to be taped up so nobody can spin it so that it isn't off center, and if installing a new one you must make sure your wheel is dead centered prior to the install.

the only way to fix the "light" is for him to replace the reel.

your airbag reel is broken. unfortunately you cannot reel it back up. you can take the chance of pulling one off at the junkyard, but the chances of that not breaking in the process or already broken is pretty high.
you can either buy a new one at the dealer or go quick release hub and wheel.
the srs reels are sensitive and do not take much to break.

Re: 94 civic horn...? (philosofy1)
thanks guys....i went to the junk yard and got one from there.....i was lucky to find one in decent shape.....bolted it right up and my horn worked....yay!!!!
anywais i got it for free, took my old one with me inside and said i wanted to get something like that, swapped it out in the junk yard, came back and said that i could not find one, but really i did....haha....i guess i just swapped it and that's all, nothing wrong with that right?
anyways i reset my SRS light and it is gone now when i start up my motor. if that is so, does that mean that my air bags will work if i do get in a accident? just wondering, or is just that the light is off and the air bag will not work?
