ignition control module question

ignition control module question
ok, so here we go again with more problems and more money needing to be spent.
like you probably all know by all the questions i ask, i swapped my 96 ex with a b16b.
ive ran into nothing but problems lately with the car not starting due to wrong engine harness, then i needed to wait for a ecu jumper, now i have no spark.
using my haynes manual (i realized b16b isnt in it), i did all the tests on my distributor and it stated at the end "if all the voltages meet the requirements, replace your icm".
E12-303 Hitachi 9315 is the number and name on it.
is the 9315 important? because i have a E12-303 Hitachi 6417 from my d16y8 dizzy
is this the problem? if so, where do i find these? do i have to goto honda or would jobbers carry them?

This may sound stupid but have you checked the ICM fuse under your dash?
You re-wired your EX harness to mate with your B16B motor? So you used the EX OBD2A harness on a OBD2B motor, which isn't a big problem.
The biggest part was re-wiring the dizzy correct?

no, i didnt need to rewire for the dizzy because the distributor that came on the motor was a 9 pin?

There's no ICM fuse.
Have you taken your ICM to an auto parts store to be tested?
Or if you have a multimeter, you can test it yourself:
