You thread the studs into the block using your hands, then put the head onto the block and torque them down using these specs.
Cylinder Heads...All D ARP Studs
Step 1......15ft lbs
Step 2......30ft lbs
Step 3......62ft lbs
After you run the car around the block a couple of times until the car heats up completely, losen the nuts and retorque them about 4-5 times over.

the initial torquing is to tighten everything down, after you drive the car it will see if their is any play left in the studs, so the final torquing is to set them in place for good.

No, after you run the car until it gets completely warmed up, you losen the nut and retorque them, you do that about 5 times.

Straight off the ARP website:
3. Do the head studs only go in hand tight?

The studs should be installed finger tight. Then, when applying torque to the nut, the stud will stretch only on the vertical axis. An undercut shorter stud will have a rate similar to a longer, standard shank stud. This provides a more even clamping force on the head. Because the head gasket will compress upon initial torquing, make sure studs (or bolts) are re-torqued after the engine has been run.
