My car keeps failing emissions here in Oregon. 1995 civic ex with a jdm d15b Breckenridge running on a p28 Ecu. I have to much un-burned fuel, max is 220 I'm at 800. Have a new cat, o2 sensor, plugs, wires and distributor on it. Took it to the shop and all my sensors are reading right and telling the ecu that its running rich. Was wondering if it my ecu or any other suggestions? Also no cels either.

No codes at all, stock injectors, fuel pressure was on the lower end of spec bit good, didn't notice any exhaust leaks. Also don't have the sheet.

Is the engine misfiring?

Had code 43 but did my o2 sensor and it never came back, not throwing any codes now and doesn't seem to be misfireng either. I know the map fir a d16 is a little different but wouldn't think it would make it run that rich.

Is it getting up to operating temp? All temp sensors operation correctly?
