Like Chase said you used to be able to buy them already painted. They won't ship them that way anymore because during the shipment something would happen to the paint, I can't remember exactly what it was.
Most of the time they just ship enough paint and brushes/sand paper so you can do it yourself now.

the one bad thing about being a Honda Tuning subscriber is you get your issues after they are on the news stands. well atleast i get mine after they are already out.
