If that T3 turbo is decently szied - your current set up should be good for 12s. And since you asked about LS-VTEC when you have a GSR motor - you probably need to do some searching..
Get some pistons and rods and a good tune at 15 pounds and you'll hit 12s with good driving and suspension.

Fix engine, gut car.
Murphy from the old skool Hybrid board hit 12.9's in a DA chassis Integra with no weight reduction, with a Greddy SOHC kit cobbled in place, at 12 psi. It takes moxy, and average practice at your launching skills.

His broke rod equalled a bad block unfortunately. SO what he was wondering was since it was cheaper to go with the LS block he was going to fully build the bottom end with forged internals. I believe he will have no problems. But here is a little ls/vtec that makes a little power. Laskey Racing CRX Just type that in your search bar.

Most of the mid-13 second Honduhs I see are mid-12 second cars with ignorantly set up suspensions, so you get no traction off the line.
If the car is not Johnny Riceboy lowered, camber/castor way off from running the wrong spindles, shocks blow, bushing slopped out... it doesn't take much beyond driving skills to hit high 12's on a set of slicks. Daniel was running 13 flats on a stock LS swap in a gutted 90 DX hatch... 10 psi on a stronger engine/trans platform should make up for the 800 lbs difference.
