Turbo ITR Problems

Ok, found the problem, KINDA.
DonF told me to try something. Heres the process:
Remove valvecover. Pull the Allen/Hex plug in the FRONT ofthe head AFTER the solenoid. We put 140psi of air pressure in the plug AFTER the solenoid. This is enough pressure to LOCK the pins on the rockers in VTEC. We clicked the VTEC SOLENOID over manually. The car is Supposed to now be in "VTEC"
we rotate the motor over by hand several times, none of the rockers are locking. IE the pins do not slide over, they do not lock in place.
There you have it, its some weird mechanical problem with the VTEC system. The rockers , oiling system, something is not right.
BTW: all parts are present that are supposed to be there (oil restirctors, o rings, cam caps, etc)
timing is dead on
All rockers have their pins
everything is there per the honda service manual
all i can think of is this head must have a blocked passage way, or the rockers are somehow defected.
im probably going to tell him to purchase a used head from somewhere, as i cant identify the problem
