ok my friend with a 2003 wrx hooked me up with this stock turbo (td04) and i was gonna build a custom turbo kit. my question is does anyone know what the wastegate will open up ???

It's a TD04L-13T
I think the internal wastegate is set at 13.5 lbs

 

with the wastegate set so high could i use a boost controler to turn it down to be safe on my d16z6??

 

Your boost controller will only go as low as what your wastegate spring is set at.

 

The wastegate is set to 7 psi. It only runs higher boost because of a selenoid.

Probably right, DSMs do the same thing.
