Adjustable wastegate/boost controller?

Default Adjustable wastegate/boost controller?

The internal wastegate I have for my T3 is adjustable. I think the stock setting for these wastegates is around 7 or 8 psi. I want to tune the car to around 200 whp. I'm guessing this will be around 10-11 psi. Which would be better(for less boost creep/spikes/dips, holding firm psi level)... adjusting the wastegate to the lowest setting and then controlling boost w/ a MBC, only controlling with the wastegate, or somewhere in between? Thanks

If you can adjust the wastegate to 10-12 psi, that would be the best way to do it. But you could just put a MBC on there and it would be cool.
