should full boost only be reached at WOT?

im a new turbo owner and i was wondering, should full boost only be felt at WOT? Like if im in second and i hold at part throttle rpms will increase but boost only get to like 5 or so. Of course when i mash on it and go WOT it gets right up to 10.

Is this working right? Sorry for the stupid Q.

Yes its working fine, Otherwise you would be wasting gas, The more exaust you push out the more boost it will create Thus WOT creates full boost. this is an advantage of turbo because if you keep out of the throttle you can get decent milage and engine life, If tuned properly

If you want more boost get an EBC
