Default overboosting bad

I am running a tial 38mm wastegate with a 11 psi spring in on a built 84mm ls/vtec
I ran the same setup last year on a 1.8l ls vtec with no problem. car was down for 6 months while I was building the new motor, but now I can't get the wastegate to hold at my boost settings, its shooting all the way up past 20 psi , so I have my boost cut set at 20 psi, so I can't accelerate without hitting boost cut.

last year I have low boost at 13 psi, and high boost at 23 psi. now I can't get to boost right.
I bypass the boost controller to try and run the spring pressure, but nothing changes.
any suggestions, could it be a torn diapram from being dry rotted sitting for 6 months?

make sure your boost reference line is connected at a good source, mines off of my compressor housing. make sure you have it conected to the lower port not the top port or you will not be able to control boost. try running the line without the boost controller to the lower port leaving the top port open and go from there.

mine is running from the compressor housing also.
I bypassed the boost controller today by running the line from the side port of the wastegate to the compressor housing, still shooting up to 20+ psi

pull off the wastegate and take it apart, all the allen screws, remove the spring and make sure the valve can move freely and the diaphram is not ripped.

I just came from my Garage took the wastegate off and took it apart, the diaphram is torn real bad.

I reinstalled a turbo smart one I have that was doing the same thing last year, but boost right when I remove the boot controller, it will hold the spring pressure, so I will use this one until I can find a tial diaphram.

take the top of the wastegate off and check to see if the 4 tiny little hex nuts are in place. For some reason one of mine always kept coming out causing a boost creep and i kept hitting boost cut. I took it apart and just screwed in the little nut with some loctite and it never comes out anymore!

just an idea if all else fails

yeah those where loose also, so I guess thats what lead to the diaphram ripping, there also a set screw completely out.
inside the gate was mucky. will it hurt anything to plug the top port to prevent **** from getting in next time?

if you plug the top port it will cause pressurized resistence in that chamber when the diaphram moves up to open the valve and will cause boost creep from it, in reaction trying to close the valve. just leave it open or put a small filter on it
