if you would like to increase the boost past the ammount your wastegate is set for.

many like the Apex'i AVC-R

no it is not required... when u get a wastegate it has a spring in it which designates the minimum boost the motor will see... this preset level stays the same unless u add a boost controller in which u can raise the boost... if u wish to stay at a certain boost level at all times and do not plan on changing it... just get a wastgate with the psi spring u wish to run

I was under the impression that if you arent running a boost controller that the turbo would spool slower. Because, the wastegate will start to open at lower boost pressures and then fully open at the springs designated rate. If the boost controller is used it doesnt open at all right? So wouldnt the turbo spool faster since the w/g stays closed until told to open by the bc?
Maybe i am wrong?

when you install the boost controller to the fitting on the wastegate, do you leave the spring all the way up or down?

That is correct. If that's the problem you're trying to solve, you don't need an expensive boost controller. You can put a checkvalve in place (often called a "Grainger" valve 'cause Grainger is the company that makes it, kinda like "Band Aid" is synonomous with that brand bandage). You can buy them all done up for about $20. It's an adjustable, springloaded check valve that keeps the boost away from the wastegate until whatever PSI you have it set at. Then, it pops open and the wastegate pops open. This keeps the wastegate shut tight until you need it to open.

A pic of mine on my GN is here: http://www.jimmyz.net/projpics.html

You can also control max boost with it because the wastegate won't open until the checkvalve pops open, which you can adjust. Just don't abuse the power it gives you - I've seen 26+ PSI on my car by mistake.
