Default Compressor Wheel

Ok i have the filter off my turbo and the compressor side is not moving at idle. Is this normal?

On a side note, will a bad dist/cap/rotor make the car run really chunky?

some cars dont have enough pressure to spin the the turbo at idle ive seen thsi plenty times before, i woudlnt worry about it. its when it revs up that matters...
