Default 150 psi on a c5 block?

My r has 150 psi across all 4 cylinders. Im planning to pull the motor out and give it a little rebuild in this next coming month or two. So im assuming it has low comp pistons since i know the car was boosted before me, but could that not be it? has a 5 qrt oil pan tapped for boost, boost controller, 1/2 radiator, etc. So after i get some new piston rings and bearings, and change a few things to freshen it up im considering bringing it back it its original glory. Im a neeb to forced induction, but have done most of my research. Couple of questions. what size turbo would be ideal for for lets say 350-400 whp, thats ofcourse being that it does actually have low comp pistons. what would be a great combination of good power and not so much lag. I know about fuel pump, what size injectors would i need. 330, 550?? So many options out there, im trying to see peoples opinions. I have s100 laying around in storage, will that cut it for tuning? or should i go with s300. What manifolds can people vouche for, ram horn, drag cast iron? AC and PS are gone so they dont have to be compatible. also the thing im scratching my head about most is when it comes time to go pass emissions, how do i go about that? obviously pluging in my obd2 ecu wont cut it expecially since im not gonna be running a cat. R just rolled over 80k, but she eats a pretty amount of oil and turns my py bumper into nhbp lol so im planning to freshen it up no matter what i end up doing with it. any input greatly appreciated. Im not on a specefic budget, basically want to see whats out there for me and what it would cost to reach those goals. ?
