Yes and no.

The more power you out put the more the injectors work.
So if you change nothing in your setup but the psi level.
Then yes you will lower the hp output and the injector duty %.

I ran without one (had just got the car) well the coolant is always moving from the rad to the motor and it doesn't have a chance to cool off.

Drill it out with a smaller bit. Most of the time the stud is fold on itself and your be able to pick or suck out the bolt with a shop vac and not damage the threads.

Without a turbo size in detail there is no telling. It's not psi that beaks more it's the tq output.
So with that said around 220tq -250hp.
