2002 Civic EX immobilizer issue (NOT USUAL ISSUES)
I recently had the 5 speed manual transmission rebuilt in my Civic, 11 months later the transmission is back in for the third time.. Except this time, when trying to start the car, there is no immobilizer light on the dash and is causing normal immobilized result (turning over, no fire, no fuel). I've done hours of research on flashing light issues and am now well versed in how the immobilizer works and the usual issues such as keys needing reflashed, but no answers to my problem.
What I've done so far:
Checked both programmed keys in the ignition, both result in no light.
Checked fuel pump, getting fuel to the rail, not through injectors.
Checked all fuses pertaining to the immobilizer, ignition, fuel, EFI. All are good.
Checked all wiring pertaining to IMMO, ignition, EFI with a voltmeter. I got readings on all wiring in some form or another, but have no idea what the specs should be.
Check that all plugs were securely connected on the ECU and "key reader".
Spoke with the local dealership and explained the issue, they told me to bring it in and they would reflash the ECU for 1.5 hours labor. The representative was honest enough to say it would be a shot in the dark.
Despite the endless posts on immobilizers that don't pertain to my issue, I do get the feeling it could be the key reader. But all the same, seems like I should get a blinking immobilizer light at the very least with any immobilizer issue.
I know I'm going to have to drop money at some point, I just wanted to check if anyone might have any idea to the issue before I take it to the dealership and hope for the best.
I'd like to repair the system back to factory if possible, I don't have much faith in all of the "hacks" I've ran across, not without better explanation.
All help is appreciated.

It turned out that the immobilizer went bad, had to get new one and dealership had to program it. Everything works as it should now!
