Can someone please help me? I was taking off my brakes when I noticed that on both sides, right behind the brake shield there is a boot with a bolt coming out of it. It points downward and the boot that the bolt comes down from is dry rotted and has fallen apart .Oh ya the nutz size is a 17mm. This is on a 91 Civic SI.

 

Sounds like you're talking about your lower ball joint boots. Call up Napa or almost any other cheap parts shop and get some new ones. Not a huge problem if you properly repack the joints and put some new boots on.
