question about emssions

If i have a obd2-1 converter and running a chipped p28 on a b16a2.. will i pass emissions or will I have to take the converter off and use an obd2 ecu to pass? any help?

If you're really worried about passing emmisions, just chip the p28 with stock or nearly stock b16a2 maps. 93=>95 Del Sol VTECs pass emmisions tests.
