Sorry, I can't help, but I am wondering how you "passed all visuals."
I also have an EF with a JDM b16a in it and need to get it smog'd & reg'd.

Ref where i llive says books tell him del sol uses p28 and p30
so both are ok to use, if thats what your wondering about.

you need to use a P30. reason is if you have a b16a they are going to use the 94-95 delsol dohc vtec as reference. that calls for P30. now if you use a p28 he would most likely not oass you visually as that is not the ecu for that motor. now if it passed with him not checking ecu's you are lucky cause most refs I have run into look at everything. as for why it is a gross polluter make sure the cat is good.

A bad cat will not be the deciding factor in a "gross polluter" outcome. Is the p28 chipped or stock? What is your timing set at? A cat will only pull about 50 HC PPM betwen being cold (not working) and being fully heated and opertaing properly.

no not saying the cat is the only thing but it is a major important piece in the smog check game. since the car is that old it is possible it is not catching all that it should. but yes what you said is correct also timing and ecu are also areas to look at along with the cat

passed visual with the p28 and the cat is a new high flow cat i believe it is a carsound cat. the ecu is not chipped.

do you know the fuel pressure? what injectors are you using? how old is the O2? I have seen some high flow cats not let cars pass cause of design issues and I am not sure of the talk about how honda cats are a three way cat.

Just so you know that there is no High Flo Cat that is legal in all 50 states that is including Ca. That could be a problem you might just have to put a stock CAT back on. People who sell High-Flo's don't tell you if they are 50 state Legal.
