LS/vtec oil question

Default LS/vtec oil question

I have a ls/vtec with b16 head on a 93 ls bottom itr pistons gsr oil pump brand new. The oil passage on the bottom of the head has been welded shut etc. Everything seems to be fine but for one thing. I can't get the vtec to engage. Big problem. Ok this is what I tested so far I tested my oil feed line coming into the head I get 50 psi @ 900 rpm, then I tested the oil pressure after the solenoid via the oil passage plug in the front of the head and I got no pressure even after I shorted the vtec solenoid and the pressure was still non existant. I tested the solenoid and it opens when I short it out I also cleaned the whole vtec housing and got a new screen/gasket. Here is where it gets tricky oil seems to be getting into the vtec system but it wont show the pressure. I tested the entire thing for leaks and couldnt find any problems. I even cahnged the oil orafices'. Oh yeh and the chiped p28 ecu works fine ran a test light and put new vtec oil press sensor in.
Help me please I am getting desperate. Thanx for you time search wont answer this spesific prob.
