Default distributor timing wattahell

i put my b16 motor together and the timing is right on the spot both block and the cam gears and belt tension is good.

when i go do the timing the distributor is maxed out and its still on the last dot(18 degrees advance i belive) im trying to get it to 16 degrees.

it looks to be oem distributor also which is strange.

can it be the pickups inside are misalligned or been messed with.
is there a way to calibrate the pickups to be in correct relation to eachother maybe by using neptune or s300?

no head milling just a bone stock b16 motor with new gaskets
it is s 00 gsr distributor tho


my second question is why are the gsr distributors different from b16 and ITR

Did u jump the service connector when adjusting the distributor timing? Also is car warmed up?
