Default Can O2 sensor cause vtec not to switch over?

My buddy has a 92 civic hatchback with a d16z6 and wont's to know if this is the problem we put a new t/b on it and cleaned the vtec solenoid out and still no vtec. and there is only one check engine light and it's the o2 sensor. So what could the problem be? I think the TPS is good on that new t/b not sure tho!

it sure can! your vehicle must be in Closed loop to run Vtec. Here are the three things you need to be in closed loop:
1. O2 Sensor toggling
2. Coolant Temp Sensor
3. Time. Theres a Ecu "clock" and it has to be ready.
