Get a right angle drill attachment.

I got real lucky when 1 was broken on my head. I started drilling the stud and it started spinning on me. I was able then to stick a EZ-Out in there and pull it out. You are either going to have to get a right-angle drill or pull the head/engine to get that out.
Next time you have trouble getting a nut off use some heat. This works every time. Coat the nuts with PB blaster for a few days beforehand and then heat up the NUT with a torch (even a propane one will work). Keep the heat on there and eventually you will be able to loosen up the nut.

here you have, how to do it;

you can weld a nut directly to a stud through it's hole, no need to weld a washer first

that sux! happened to me too, but only one stud, not two!....i didnt trust myself drilling something into my head, my hands get shaky sometimes, so i took my car up to my friends shop and he did it for me for free......he does that kinda stuff all the time and even had a special tool for screwing/unscrewing studs!

PB and torch flames are good break prevention. Rusty fasteners suck and nothing is worse than nasty exhaust fasteners. Also, whenever possible run the engine up to operating temp first, a good hot block insures all metals involve will be good and expanded.
