95 Civic Ex 3psi turboed, really sluggish before boost, really sluggish under boost

95 Civic Ex 3psi turboed, really sluggish before boost, really sluggish under boost this began happening about 2 weeks ago. This turbo kit has been on my car for 1 month. I have an upgraded fuel pump, and new fuel filter.
I put the new fuel filter on 3 days ago. On the night that I installed the new fuel filter the car ran perfectly, the day after, it was back to being sluggish again.
Please help.

what does your a/f ratio look like? have you done a compression test? fuel pressure?

My air fuel looked ok, 14.1 - 14.7 this has always been my reading on this car and never a problem.
I did a compression test on the 1 and 2 cylinder and it came up with 65 for number 1 and 65 for number 2. Could this be my problem or is it possible I did the test wrong? I did have a compression gauge and it was inserted where the spark plug was.
