Default HELP me get another beast on the streets!

I'm trying to start my car after a long, long buildup and it doesn't like me. Everything on this car was done from the ground up, so I can't really rule out any major system.

The relevant parts of the setup:
1992 honda civic CX
2000 b16a2
GSR wiring harnesses plug and play
hondata 4b
800cc injectors and resistor box (checked continuity, these are good)

The problem:
Check engine light comes on at 'ACC ON' and stays on, also the battery comes on and stays on


what I've tried/checked:
brand new battery (old one died sitting for a year)
checked all fuses engine bay and under dash
checked three engine grounds: tranny, by the heater water outlet, and valve cover
checked engine wire harnesses connections, including into the fuse box
tried a p28 hondata and the interface box wouldn't light up but CEL is always on
tried the stock cx computer just to go to 'acc on,' still solid CEL
tried a p72 with hondata ROM solid CEL
reset ecu
reburned ROM for hondata

I do get fuel pressure and fuel into the cylinders
I do not get spark
the starter tries to crank the motor
EDIT: went into the distributor and there isn't any voltage at the ICM, but all the fuses are good

Any ideas on how to fix the CEL? I couldn't get a code out of it...

Distributor? Borrow a friends and see if that works

the dissy or the ignitor is what im thinkin. good luck buddy. **** like that is a pain in the ***

bump.. more ideas please

would the distributor cause it to come on solid though even if I hadn't started cranking it yet?

have you tried to reset it and start it again? if that doesnt work try to get what the code is again
