new to honda's
ive got a 94 civic dx 4dr 5sp it has the b16 y7. could someone tell me if thats a v-tec?? if not is it a good buildable motor? another question is when i start it up it reves hi then low real quick till it warms up. would that be like a rev control valve or what?? thanks all, anything helps

b16y7? maybe d16y7? If that's it then no, it doesn't have vtec unless it has a minime swap which i doubt. and also, when the car is cold it is suppose to idle at higher RPM's then when warm.

OP, you (probably) have a D16Y7, not a B16 variant. There is no such thing as a B16Y7.
The D16Y7 is a non-vtec, 1.6L SOHC motor. It's the most basic of the basic motors for 96-00 Civics. The only thing worth doing to it is slapping a small turbo on it, and having fun with 180-200whp. If you want more power than that, you'll either need a different motor, or you'll need to put entirely too much money into it to be worthwhile.

1) You most likely have the D15B7 unless there was a motor swap which could mean you could have almost anything else. If your engine says D15B7 on the block stamp and looks like this: (and it's the original motor):

2) There's no VTEC in the D15B7 if that's what you got, unless you've got a VTEC head (mini-me swap) which would mean you'd have a VTEC solenoid. It looks like this:

3) Is it buildable? Don't consider all-motor, even if you're incredibly poor it'd be a waste of money.
Intake? - No, no noticeable power. Just sound.
(does cold air intake make a difference? nope)
Headers? - No, no noticeable power. Just sound.
Exhaust? - No, no noticeable power. Just sound.
The above, if you spend around $100 for ebay parts in total, or spend up to $700 on genuine parts there's no power that was worth it. You're best off turbocharging it for around $2,500 piecing everything together, tuning it and being satisfied at 200hp (+100hp) instead of the +3hp you'd get with headers intake and exhaust (no tune). Honestly, if you have no idea what you're doing, tackling this feat isn't worth it. Figure out the best options first, like swapping in a VTEC Head, or swapping a complete motor in whether it's a B, D, H, K, or J series.
