HELP! Turbo not boosting...

From: Sin City to CA, to TX, NC to FL, then back to NC...
Well just got done with a fresh oil change and cleaned my air filter, then went for a nice easy drive with my wife. Turned out of my complex and accelerated smoothly to hear my turbo whine with a really high pitch and a slight bit of boost according to the boost gauge. So I parked the car back in the garage and checked all the piping and couplers to find that all of it is still connected and no visible leaks or holes. Checked the turbo fins, looked fine. Didn't pull the downpipe though because i don't have the hex tool to unbolt it at the moment. My turbo has less than 3,000 miles on it, it's a garrett t3/t4 60 trim, hardly sees 8000+ rpms. I did notice the past couple of times i open it up, white smoke comes out the exhaust only at high rpms between shifts. No smoke though when i'm cruising at all. Please help me diagnose this problem. I'm thinking the turbo is done for, or maybe my intercooler is leaking. Plus my wife gave me the options to just sell the EM1 for something else, or go back to N/A which I wouldn't like. it can only be a couple of things.
couplers, another leak like a vac line, wastegate hanging open, blow off valve hanging open.
there is no magical fix for a car not boosting. you just need to look at the basics.

to test the WG, just unhook the vac line from my boost controller solenoid right? how do i test my BOV? i do appreciate your guys help, thanks
