Well good news is I got a new wastegate, bad news is that wasn't the problem and I'm out $255. Does anyone know what else it could be???? Blow off valve possibly??

Boost leak somewhere perhaps? Check all IC pipes and couplings. Maybe one is getting loose at 5 psi and causing this noise and loss of boost.

Do you think it'd be that consistant and exactly at 5lbs if it was a coupler??

A freind is going to let me try out his blowoff valve tonight and if that isn't the problem I'll thoroughly check over all the couplings and see if I find anything

why the heck would you go and buy a new wastegate? cause one person said too? If you thought wastegate diaphragm was damaged you could have simply disassembled it to check. Also you should always start with the cheapest ideas and work up.

Anyways i think we need a sound clip or something because i dont know what the heck would make your car sound like an air horn

EDIT: also brand and size wastegate are you using. $255 sounds a little on the high side

I didn't mind buying a new wastgate The old was beat up and when I took it off I can move the valve about half a millimeter up and down. The wastegate is a tial 38mm the old one had a 7lb spring the new one has a 10lb spring. I tired a new blowoff valve tonight and it still did the same thing so it's either a coupling or the turbo. Tomorrow or sunday I'm gonna take off all the couplings and check them out and also see if the turbo has any shaft play, I'm hoping it's not the turbo because I was told it has less than 700 miles on it and it looks pretty new. I'll let everyone know what I discover tomorrow.
