Ok, put it this way. If you disconnect the hazard light ("flashers") button your turn signal lights won't work. So if it's faulty - worn out, broken etc - ya get no turn signals.
Checking/replacing the hazard light on a 92-95 Civic is easy. Simply pry it out of the dash trying hard no to scar up the plastic. It's got a connector on the back comes off easy.
