are you using the y7 ecu? if not it till not run correctly because the iacv's on the y7's are 3 wire and the y7 does not have vtec.
I HAVE ALL PARTS THAT I NEED. ALL I NEED TO KNOW IS WHAT TO DO WITH THE WIRING. I HAVE A P28 VTEC ECM. WE GOT THE CAR TO START IT IS JUST HESITANT WHEN YOU TOUCH THE GAS AND THE TIMING IS ON.

Did you do the IACV connector fix in the engine bay? Y7's used a 3-wire IACV and Z6's used a 2-wire. Did you wire up VTEC? Y7 engine harnesses don't have the wiring for it in stock form.
