Default Code 21 (VTEC Solenoid) clicking on, instead of VTEC engaging

Like the title says, there's no VTEC. It just throws a code 21.

Wiring was re-checked, and re-run, oil level is perfect, VTEC pressure switch is hooked up properly...

Already tried cleaning the screen, and replacing the solenoid.

yep, everything is warm, no other codes either.

Sounds to me like an ECU.

well it wasn't the ecu. The car has a huge vacuum leak, the intake manifold I believe is the source. Hopefully that fixes it.
