On EG harness, the IAC plug has 2 wires. The Blue/yellow wire goes to the ECU and the Yellow/black gets 12V. My question is which is the top wire on the plug?

 

The clip should only go one way. The Yel/Blk wire is the power going to A25 and the other is ECU signal.

I believe the Blue/Yel is the top, if that didn't work, then switch the wires. -- I'm assuming you pulled the pins from the plug or something.

 

Yeah I pulled the pins out and forgot where they went
I'm trying to get rid of this code 14 on my H22 swap. I'll figure it out.
