a p28 p72 there is another one but cant remember the code, and an OBD-II to OBD-I jumper. then a tuner to make it run right.

You will need a OBD1 ECU and a Converter Harness from OBD2 --> OBD1 if you're using your stock wiring.. Which I assume you are..
What you would need a Jumper for?? Unless you're trying to get something to work that doesn't normally work on certain ECU's...

Emissions won't warrant a hondata EMS. You will need the obd2 computer in your car to pass emissions.
All you have to do is just swap the ecu out when you have to get your car tested.
