3 Fast-short pause- Then 4 Fast Then reapts What is this code for??

If the car is 1998 and later, it may be code 34 which is left front outlet solenoid. If, the car is 1997 and earlier it maybe the Right and Left rear pulsers.

uhh i have a OBDII 5th gen, but i believe for 4th gen its on the driver side near the pedals. theres a kick panel there?

I'm pretty sure that means that the pulsar is the hall effect ring on the axles up front and the hubs in the rear.

I would make sure they're there and that the sensors look ok and are well plugged in, maybe try replacing a sensor.
