what does vtec check
so i had a pretty bad problem i guess the plug for my secondary o2 sensor came lose and rubbed up on the exhaust and the heat melted the wire and the plug on the ecu so now vtec doesnt engage what does the motor need for it to work

In order for vtec to engage 6 things need to be in the correct range:
rpm
map
vss
oil pressure
coolant temp
throttle position
It also may not work if there is a CEL. I'm guessing with that o2 sensor not plugged in you have a CEL, right? Fix that then test vtec. Also, if you have any other CEL codes fix those too.
If your oil is dirty or low vtec will not engage so check/change your oil

It also may not work if there is a CEL. I'm guessing with that o2 sensor not plugged in you have a CEL, right? Fix that then test vtec. Also, if you have any other CEL codes fix those too.

It depends on the CEL... Example, I have a CEL at the moment for my cat (catalyst efficiency operating below threshold) that is because I have a high flow cat with headers intake etc so it's not burning off as much as the stock setup did.
My VTEC still works fine.
However, there are other cel's that due to the nature of the issue, prevent VTEC from engaging in order to protect the engine. Off hand I do not know what those CEL's are exactly but I am sure someone can chime in with a few examples.
I think one that prevent svtec from working is a cylinder missfire code (although that is not the OP's issue)
My VTEC still works fine.

Also it is very common for the #15 fuse under the dash to blow and vtec will stop engaging. This can happen due to a wire getting cut or pulled apart or for plenty of reasons. Make sure you check this if re-connecting the wire does not work.
