timing belt cover of b18c

timing belt cover of b18c
most of people in this forum who has b18c look like they cut upper part of timing belt cover. What is the reason for that? Won't dirt and water will go into camshaft that will damege it? or timing belt will wear out quicker since it's exposed to water and dirt.

to adjust the adjustable cam gears....... and for the bling
