Default tachometer question

i have a 95 civic dx and it did not come with a rpm tach so i bought a si cluster and plugged it in everything works fine and it drives the same as before except the redline is only 5.5k then bounces back from the rev limiter. do you think the rev limiter is off or the tachometer is off? hmm iuno anyone that has plugged a new cluser in a eg without one please help me out! any info will help.

OEM tachometers are known to be inaccurate.
