cluster redline question

cluster redline question
in my 95 civic dx it doesnt have a rpm tach so i bought a si cluster and it seems to work fine. the d15b7's redline is 6500 or 6800 i think but when i rev it in neutral it only hit 5.3k max so i unplugged my battery to restart my ecu and now it still only revs to 5.6k when driving it feels like im hitting redline at about 5.6 so i dont try to push it to 6.5k but i havn't ran it long enough to hit the rev limiter, what do you guys think?

Redline is 6400. Tach could be off. You said that when you "redline" while driving, it cuts of at about 5500?
