Default Speedometer and odometer not working!

Hello all!

Recently picked up a 96 hatch with a d16y7 in it bone stock with a 5 speed, the body is rust free witch is getting harder and harder to find here in Connecticut. When I drove the car I noticed the speedometer didn’t work (all the other gauges work fine) didn’t really think too much of it because I have tons of spare d series parts so I swapped out the cluster today out of my other hatch that is a know fully working cluster and the speedo still didn’t work so then I went to one of my spare tranny’s and pulled a known working speed sensor off one and replaced that and the speedo still doesn’t work. At this point It seems likely it’s in the actual wiring...anybody have a direction to send me in or know of anything else it could be? I mostly just need the speedo to track mileage for oil changes and keeping track of my mpg. Any help is really appreciated!

Fuse 15 problem -- wires on the back of the engine, google fuse 15 problem.

Especially if the check engine light is on for several codes -- both O2 sensor heaters, purge solenoid, and of course the VSS. None of those codes are because the parts are actually bad, instead it is because the wires are shorted and the fuse is blown.
