Default rev limit at 5k rpms?

ok so my whole setup is all messed up. I have a 97 Civic Dx with a 95 D16Z6 swap, and at the moment im stuck with a P75(92-95 Acura Integra). According to my narrowband a/f gauge its all the way rich 99% of the time. i also have the stock ecu from the original motor in the car, i believe its a P2E(OBD2) and for some reason the a/f gauge reads so lean it goes off the gauge when im using the P2E.. thats why im stuck with the P75, i figure all the way rich is better than lean. anyway, when i first did the swap it wouldnt rev over 2500 and sure enough it was throwing a code for the crankshaft position sensor, so i checked the sensor with a multimeter and it was good so i ran new wires to the ECU, and success. It now revs over 2500 but cuts out at about 5k. checked the codes using the obd2 ecu and it started throwing a code for the cylinder position sensor, so i checked that sensor with a multimeter and it was good, ran new wires again, and no more cyp code. now my only code left is for the IACV. i ran new wires for that but its still not working with the P75 so im gonna try to find a 3-pin IACV sensor and plug at the junkyard tomorrow.

can anyone shed any light on my situation? i do intend on buying a chipped ecu but funds are low at the moment.

also is there any mechanical way of reading the rpms? im not so sure my tach is reading correctly, its aftermarket not in the cluster, that could be the prob?

save yourself the headache and get a p28 ecu and an OBD-II to OBD-I jumper harness, it should all come up to $120-140.
