I was wondering what makes the car redline. Im thinking about getting a new ECU and its rev limiter is 8800. I was wondering what i need to change more to make power up that high safely. Is it the Bottom End that needs work or Top end first? Thanks. I tried searching but didnt really get the answer.

Both...and it's alot of money. It's not about the redline....it's about the power you make BEFORE redline. Don't automatically assume that redlining higher will make you faster....it takes proper tuning and lots of dyno time AND alot of money to make you powerband as "thick" as possible.
