Default Rebuilt block - looking for proper start up procedure

Aight so I just picked up a d16y7 block no head with vitaras and eagle i-beams in it. The guy I bought it from said that its been sitting there in his garage for about 6 months and it has around 20k on it. I bought for a retardedly good price. But the question is how do I go about starting this engine up after I install it? Should I first put some oil in on the cylinder walls then put the head on or should I just put the head on put oil in it and start up the motor?

Would it also be wise to clean up all the carbon deposits on the pistons and head while they are apart?

i would clean it up. put it together put oil in it and start it up> wouldnt hurt to prime the motor and turn it over a few times without firing it up. pull the ecu fuse under the hood. you will want to do this if ur running a new turbo anyway.
