this is just off the top of my head, but...
get some plastic, or maybe even carbon fiber at http://www.raceplates.com
trace the vent hole with onto some paper
cut out the vent hole shape and draw it onto the underside of the material with a crayon.
if you're using soft or thin plastic, you could probably cut it with some kind of clippers or scissors. carbon fiber would need a dremmel.
after you cut it out, you could make a mounting bracket in the vent hole. maybe get some L-brackets or something from the hardware store. i dunno what it looks like in there so im not able to come up with a good way of setting it in.
before you mount it, cut out where you want to put the gauge.
also, if you want a more custom look, you could get some fiberglass at a hardware store and form it to be kind of like a dome thing or something, who knows. there are lots of different ways.

sounds like a good plan. the gauge usually has it's own bracket to mount onto/behind whatever the material is, definately the hard part would be seeing how to mount the "gauge pod" so to speak.
