NEED HELP JDM D15B NO START

Default NEED HELP JDM D15B NO START

I'm helping a friend with an EG. I'm not sure of the year, but it's a coupe. It had a CX motor in it. He bought it from some guy who pieces Honda's together. It's a DX, but had the ultra slow CX in it. Well, he bought a D16Z6 from the same guy for cheap. Upon inspection the valve train was covered with an inch thick of dried oil. He got his money back. I came across a JDM D15B with the single Vtec solenoid, not the dual one. So, for cheap I figured I'd help him with the swap. The valve train looked to be in good order. We did a timing belt, seals, water pump, etc. The motor is in the car mated to a D16z6 transmission. The ECU is a P28 and supposedly good. The plugs are new. The wiring harness is from a DX motor. I know it doesn't have the Vtec wiring, but that's fine for now. It does have a plug for the purge solenoid. His car/engine doesn't have one. We also don't have the 4 wire O2 sensor, so nothing is plugged in. I'm getting good spark and I've verified the timing in relation to the crank pulley, cam pulley and position of #1 with regards to the distributor. I use a node tester and I'm not getting a fuel signal at the injector. I am getting fuel to the rail, just no firing of the injector. I have compression. Here's my initial question before I work out details like 'it won't idle' or 'it sputters and dies'. I'm spraying starting fluid into the intake manifold, I've got good spark, good timing and yet I don't even get a 'puff' or a 'sputter' of any sort. I did a leak down test and I'm losing a little past the rings into the oil pan, but other than that all seems fine. Even if the motor was very worn I should get something. I'm verifying spark by putting the plug in the wire and grounding the plug base on the engine. All four are good. Yes, things are worn a little (cap, rotor), but I should get something. Even if the timing were off, eventually the stoichiometric ratio will be close and I'll get a 'puff' of some sort. Thanks for your constructive help in advance. I'm not looking for the 'cure all answer' just a point in a new direction. I've lost a lot of hair scratching my noggin.
