Default need help, CEL

i tried checking my CEL on my del sol but its not working :/

1995 Del Sol
Fresh Swapped JDM B18C
JDM p72
OBD1

the plug that i jumped was blue with a black and brown wire. when i turn the key the CEL light goes on, then either turns off (like it reset the CEL) or stays solid. Any suggestions??

Without the service connector jumped, does the CEL remain on solid with the key in ON(II)?

Have you checked whether the 7.5A hood Back Up fuse is blown?

ill go check the fuse real quick. but without it jumped it either stays solid or turns off as well (like it reset). once i drive the car for like 1 minute, it pops back on.

Check whether the fuse blew again.

To pull 5th gen codes, sometimes you must wait for the CEL to turn on, and then pull over and leave the engine running while you jump the service connector. Try this.

By the way, one common cause for a blown 7.5A Back Up fuse is a short in the Wht/Blu wire at the rear of the radio.

Clean the IACV and, if the code still pops, then check the IACV wires. Any idle problems?

there is no problem with idle, maybe a tad too high at 1100-1200 (i think normal is 700-1000?). the problem is the car wants to bog out when the gas is pressed. it seems to only do so when the car is a normal temp, but i havent confirmed it.

You idle is too high. It should be about 700 rpm. Clean the IACV and check the wires.

The bogging is a separate problem. How old are the plugs, wires, cap, and rotor? Is the ignition timing set to spec?

i cleaned it and its the same problem. the whole harness is from my old b16a, which had no CELS. a few of the sensors were a bit trashed and i spliced new ones on. i dont think this one was one of em. the distributor(not that it matters, i dont think), cap, and rotor are the ones from my b16 and are only about 2 months old. everything in tact and in good shape still. as for the timing i dont know much of. i played with it a bit but didnt seem to help no matter what position it was in. after the cleaning. i reset the codes and it popped up the same on again.
